1Short answer
Touching the Qur'an requires wudu. Reciting it from memory without wudu is allowed. A person in janabah, or a woman in menstruation or nifas, may neither touch it nor recite it.
2Detailed answer
There are three situations:
- Without wudu: you may not touch the written Qur'an (the mushaf) or any verse written on paper, but you may recite from memory or read while turning pages with a separate cloth or barrier.
- In janabah, haiz or nifas: you may neither touch the Qur'an nor recite it, even from memory. You may read durood, dhikr and du'as, including Qur'anic du'as recited with the intention of du'a.
- With wudu: you may touch and recite freely.
A Qur'an teacher who is in haiz may teach by spelling out the words separately, without reciting them as the Qur'an.

Arabic texts, translations and how the ruling was derived
لا يمسه إلا المطهرون
Meaning: None touches it except the purified.
The verse and the instruction the Prophet ﷺ sent in writing, "none should touch the Qur'an except one who is pure", are the basis for requiring wudu to touch the mushaf. Reciting is lighter than touching, which is why it is allowed without wudu but not in janabah.
