1Short answer

No. In the Hanafi school, touching one's private parts does not break wudu, though washing the hands afterwards is good.

2Detailed answer

Touching one's own private parts, with or without a barrier, does not break wudu in the Hanafi school. The same applies to touching a woman.

What breaks wudu is something leaving the body, not touching. So if nothing came out, the wudu remains. Washing the hands after touching is good manners and cleanliness, but it is not a condition for the wudu.

3Evidence and sources

  1. Sunan Abi Dawud, Book of Purification
  2. Jami' al-Tirmidhi, Book of Purification
  3. Al-Hidayah, chapter on what breaks wudu

Meaning: It is only a part of you.

A man asked the Prophet ﷺ about touching his private part after making wudu, and he answered with these words: it is like touching any other part of the body. The Hanafi scholars rely on this narration.
